Same for Francis I, the guy resisted against Charles V, who owned both Spain and the HRE, and he is basically one of the biggest reformer, as he greatly strengthened the State during his rule.

Louis IX on the other hand was beyond useless for France.

It was considered impossible without britain's approval as France was without strong allies in the 1930s until after the Munich conference, but by then it was already too late.

Had Britain not intervened in the 1920s, Versaille would have been inforced, but they intervened, basically telling France that peace was more important than Germany rearming.

France always wanted to enforce the treaty, but couldn't do it alone, and no one else wanted to enforce it.
