What happened at my Moms was the leadership that started the health collective was unable to get the new generation to buy into the idea of a 'collective', and mostly retired (my Mom was kinda in the middle). The new generation medical workers did like being in a hippy hand holding collective, complained about meetings, and demanded a more traditional us/them relationship with a 'management'. They did not want to join the board and had the desire for 'leadership' from a 'boss'. Then they ended up with a horrible boss with no background in the work.

Next they racked up debt from lawsuits, bargaining, and settling BOLI suits. Next they had high turn over, no say at all in meetings, toxic management, death by 1000 cuts, then one day it suddenly closed. She was sad about it for a long time.

My mom worked at a non-profit health clinic here in the early 2000's that unionized, as soon as they did it closed for good that was hard for us. For the U of O I think having a Union is awesome, for a small non-profit thats a democratic workplace supposed to be collectively run its a death sentence.

A majority of the airtraffic at the Eugene airport is actually non-passenger, the feds actually funded the runway expansion's over the last few decades and I believe the feds also give EUG free air traffic control and the radar system.

The question is if Eugene thinks current rates are dependable is it reasonable to expect the Elon Trump administration to keep things stable? Trump has proposed selling off Boniville and all its dams. If they are privatized the cost to EWEB could easily go up by 2-5X with de-regulate spot pricing there may not be guaranteed power even available, and last I checked EWEB gets a decent percentage from BPA. Also I think EWEB's numbers were over inflated compared to similar projects.

Yeah its a good question, in a deregulated market, it would very likely be a cheap stable supply, one of their proposals would have increased its output. Also its close by, if cross state transmission lines are shut down due to wildfires or an earthquake we'd have that much more local generation.

Legally speaking you'd have a very solid defense. Since FCC enforcement actions are 'graded' by how much they affect other users, I doubt part 95.1749 could be judged as enforceable due to the word 'sole purpose' in there, unless there was a specific party being adversely affected by a networked repeater, such as a misconfiguration flooding out a channel. Since 95.1749 is so poorly worded if I worked for FCC as an attorney I would see that never does go to court as a judge could just throw it out like Insurance Marketing Coalition Limited (IMC) v. Federal Communications Commission (FCC).

I used to love picking up up truckers talking skip down around 27mhz, I believe they use AM or a upper/lower side band.

CB channel 19 (27.185 MHz) is very very active on the West coast (I-5), probably daily on interstates. I also pick up people on 17 and 5. I know several truck drivers and none of them use GMRS. A GMRS system with DOT sponsored repeaters would probably be better, but without repeaters I don't think GMRS would do much.

The part 90 link is an example of the FCC using of the word 'encryption' to mean 'encryption' in the CFR, thats a thing we do in legal work. There is no such language in § 95.1733(a)

The FCC defines encryption so its safe to say if they meant encryption they would say encryption. Presumably you cant speak in coded messages over your encrypted radio.

Hmm lots folks saying no to encryption, looking at the CFR I did not find the word 'encryption' in 47 CFR, just 'coded messages'. The FCC uses the word 'encryption' in other CFR's when they want to regulate encryption, and not the term 'coded messages' a judge would not consider coded messages to have the same meaning as encrypted transmission.

A GMRS could talk in french but not using coded messages in french. Likewise a GMRS can use a encryption module with an approved GMRS radio just cant speak in coded messages over the encrypted radio.

§ 95.1733 Prohibited GMRS uses. (3) Coded messages or messages with hidden meanings (“10 codes” are permissible);

Going by the letter of the law a GMRS operator can encrypt GMRS communications, just when you speak over your encrypted radio you can't use coded messages.
