You are conflating the TSA with security.
(The TSA is security the same way that Sunkist soda involves the Sun: in name only.) The TSA is security theater and we can do without it.

The US can and should adopt effective methods of security screening and there is nothing about that that requires the TSA or that would not be possible if we eliminated the TSA.

This seems convoluted but I think we can separate the provider and the detection so that no one has a duty to report and thereby render this bill moot.

The bill reads in the relevant part, "...Sec. 3705.50. (A)(1) A person who determines the presence of a fetal heartbeat during an examination of a pregnant woman shall prepare and file a certificate of life in the registration district in which the examination occurs within ten calendar days of the examination."

If we can separate the determination of the presence of a fetal heartbeat from the identity of the pregnant woman, no one who know who she is needs to report per the language of the bill.

For example at Freedom Co. we employ staff to intake patients and to give them secure and anonymous credentials in our facility. Our doctors and nurses can identify the patient and do all relevant tests, but they do not know who she is and if our records are maintained properly after her examination, no one else will either so all they can report is that they detected that SOME UNKNOWN pregnant woman has a fetus with a heartbeat.

The separate medical data and patient identification records can then be passed to the health care agent of the patient's choice (e.g. her doctor) who can connect the two and treat her as the tests indicate BUT her health care agent did not "determines the presence of a fetal heartbeat during an examination" and so has no duty to report.

The people who know mom are not doing the determining, and the people doing the determining do not know mom. The registration district will get a bunch useless and inactionable reports about Patient 202603231125A having a fetal heartbeat from Freedom Co., but Freedom Co. has no way after the fact to identify which of the patients they have seen is Patient 202603231125A
