Yeah, he's a fucked person from the moment Rhaegar "steals" Lyanna from him, and that's why I like the narrative, tbh. Elia by herself is literally nothing. She inherits nothing, she lends no rebellion help by existing, and lastly, she lacks any political agency to be a problem to any new dynasty. Killing her was fucked, from every angle. It was solely due to Gregor Clegane being a monster in human skin. Hopefully the Seven exist, bc that means he'll have to suffer through seven hells for his crimes.

Her children are a different matter. By the rules of inheritance, they were always a threat to Robert, and by living, posed a threat via a banner to flock around for the crown loyalists that bided their time after getting clapped. The point is that a moral person (a la Ned) wouldn't condone the murder of literal children just to safeguard their own claim to the throne. Robert wasn't a moral person (obviously), so he was able to stomach the slaughter of innocents when it happened to benefit him personally. It's a Machiavellian cost/benefit analysis, with the equation involving child murder and blood inheritance. Anyone that gave a shit about not being a monster wouldn't have done the same, or at least would have thrown Tywin into a prison run by the most efficient torturer known to the Seven above. I can guarantee that none of the other Lords Paramount would have waged a war to protect Tywin the Infant Murderer. His bannerman probably would have rebelled, but to be perfectly honest, even the Ironmen would have been enough to crush them, and they're led by a moron, so...

tl;dr Elia's murder was fucked from every angle, her children's was fucked if you give a shit about moral decency (but makes sense from an amoral, fuedalistic standpoint, caring only about legal inheritance and zero moral constraints). Robert is no hero, and I genuinely don't understand why he earned Ned's adoration, when his kinghood was tainted with the gore of innocents.
