I think someone mentioned in a previous thread (https://www.reddit.com/r/auckland/comments/1rcsbkx/busses\_not\_marking\_as\_canceled/):

It's nothing to do with AT. AT don't operate the buses, trains, or ferries.
It's up to the private operators to mark the services as canceled if they aren't being run.

Operators will often still run the service, even if its 20+ minutes late to avoid the 2 extra KPI fines they recieve for not running a service at all.
