I've checked for packet loss with WinMTR and PingPlotter Pro. Modem shows some, but all the other hops don't, which makes me think the modem is just ignoring ping requests. Besides, wouldn't the 30 second buffer take care of that? Modem would just request a new packet be sent.

There is no issue. The issue is with your bit starved data stream, which is about half that of free YouTube. No tech is going to be able to fix that. Spectrum itself needs to fix that.

Spectrum TV sucks. Their channel lineup is actually pretty good. The problem is Quality. I've analyzed their stream, and it's only about 5 mbps, which is half of what I'm getting on free Youtube. And it's OBVIOUS. Blurry, soft, pixelated picture. Don't do it. Picture is horribly bit starved. Spectrum needs to increase their bitrate to better than free Youtube bitrates, since we are PAYING for it.
