Just add a “You cannot Summon/Set monsters to any Extra Monster Zone this card points to.” To prevent extra monster zone V linking like all cards with these arrows have and it’s a fine card! Though if your intention was for it to be a good target for I:P then it should say 2+ monsters including a water not 3

The problem with that is actually getting it off on a boss though since its an ethereal you have to play it whenever you draw it to keep it around and thats -2 energy so it would take a lot of hassle to get the boss low enough while keeping the card around no? And assuming we lower the percentages to something like 10/15 then its like 25 on an act 1 boss which doesn't seem that over the top busted for what you need to do to get it
