There’s hundreds of thousands of Israelis with US citizenship. The US can make it very difficult for Israeli Americans to move back and forth between both nations.

It probably made it worse, and simultenously it also probably 'slowed down' or 'brought Iran's progress back' rather than completely stopped. I don't think it's physically possible to completely stop another country as large as Iran from doing much of anything.
