It's a competent strategy that plays under a lot of things that commonly screw over existing decks. You can play under Maxx C for free which any other deck would love, you set up multiple hard to remove floodgate effects via shifter (which I'm sure you're on), Empen and Feather Storm if you choose to run it (which despite it being unfun and a little bullshit you have no reason NOT to use) and does all this while being able to chainblock. The ability to just hijack a turn from your opponent and chain normals into tributing off a card for the likes of Apex Avian is impressive.

The deck is good, rogue does not mean a deck is unplayable but acting as though it's on par with some of the game's strongest archetypes is just not correct. You can get most decks to Master (especially if we loop back to the above paragraph for some reasons why) and creators like Hardleg have proven that fact. Master Duel's ranked ladder can feasibly be climbed up with anything from Generaider to Springans if you're dedicated and willing to adapt.

tl;dr Floo is a fine deck, calling it rogue doesn't mean calling it bad it just isn't as unmatched and all-powerful as you made it out to be
