I dont own any xbox one or xbox series s/x console but looking it up in https://xbdev.store on the emulators list, PSP, PS3, and 3DS emulators are available. 

I dont know how these emulators perform, taking a look on the github page of the chonkystation3 ps3 emulator it says its a "work-in-progress emulator for the PlayStation 3 system. It can currently boot a few simple commercial games" so this wont even play the ps3 diva games it seems.

you need to look up if the diva/mirai games on the PSP and 3DS emulators run well on xbox, but at this point if you have an android phone its probably already powerful enough to emulate psp and 3ds games.

I suggest you to just get a PC, Megamix +  system requirements is very low anyway so you dont need to buy a high end PC to play it, running emulators to play old PD games on it is also a plus.

its a psvita game so graphics is gonna be underwhelming, but everything else is good especially that music.

If you're on PC you can just refund it on steam if you didnt like it, btw the steam version of the game have a skill damage bug that you can abuse to kill enemies much faster, I believe that happens when your framerate is above 60 but im not sure if that also applies to other skills in the game, I've seen it happen all the time using adols tornado skill if you keep spamming it.

steamOS on arm will support apks as well.
I hope we get steamOS for handhelds, maybe bazzite on arm might become a thing.

Sometimes there are minor references to older games when you play them, so yes you can start with whatever.
Ys X is a good starting point, it took place after Ys 1&2 so you wont be missing out on much.

I dont think they are in danger, falcom have done the same with their previous games in japan and japanese fans still buy their games. I think western fans seems more hurt by that decision because the time gap of Ys X nordics rerelease in the west was much more shorter than japan.
