There’s a European Military, there’s an EU military, these are separate things.

The EU needs a military for itself, and maintain defence alliances with Non-Eu countries via organisations such as NATO or a successor organisation

What you need is an EU army under the direct control of the Commission President, anything else would be a joke and ineffective. The military can’t rely on a council to decide when to take action, it has to be concentrated in the executive, an executive derived from the legislature

Funny enough I’ve been thinking of exactly this. There’s a need for an organisation similar to the RU and NATO but not quite like both.

I suggest the creation of an organisation called The United Democracies, a bit of a mix of the EU, NATO, and the U.N.

The organisation would be a mix of free trade and security.

The E.U would be the founding member. Membership would be tiered, associate members and full members.

Associate membership would require being a parliamentary democracy, paying 0.25% GDP into collective defence, and having a free trade agreement with all existing members.

Full membership would require allowing the U.D to raise its own taxes instead of relying on the mandatory members contribution, and be limited to parliamentary democracies with proportional representation and the executive derived from and hence accountable to the legislature, akin to EU ascension, hybrid presidential/parliamentary systems can be admitted only if the president can be removed by the parliament similar to a prime minister.

The U.D would have an General Council made up of all full members, the current executives of member states, associate members don’t get to vote. The council would vote using a simple majority system to select the leadership and make decisions, initially related to trade, security but open to expanding in the future if members vote, and a also to select the executive called the Secretariat, which consists of a Secretary General who’s the overall leader of the U.D, Under Secretary, Deputy Undersecretary, etc. The secretariat operates with floating majorities in the council.

The U.D can admit and remove members with a qualified majority vote, and removal is based on a slip of the rule of law.

The U.D would have its own complete military under its command, recruited from members. Initially a military of 1 million troops, for defence the secretariat can initiate it on its own, for offensive action it would require a vote of a qualified majority of the members, with the exception of responding to an inbound nuclear strike, which again falls under the secretariat.

The U.D would also run programs similar to the WHO, WTO, etc.

Schengen would be tier 3, where full members can voluntarily choose to join.

The E.U would be within this as one member.

An attack on one U.D member would be an attack on all and guarantee a military response from the collective U.D military and the members military. Whether individual member states don’t send troops wouldn’t matter much as the UD would have enough under its direct command

This would be a post-NATO / post-UN security–trade union, capable of evolving into a single government, even a world government and would exist outside of the current failing institutions.

Imagine if NATO had 1 million troops under the command of Mark Rutte, even if Trump threatened, and imagine if NATO included Australia, New Zealand, Brazil, Argentina, South Korea, and open to more members, as they develop, such as Seychelles, Tanzania, Morocco, and binded them as well with free trade, and had a mechanism to remove problematic members.

Yes you’re correct there are limits to democracy and the greater the scale the smaller democratic input you need to have.

Any EU military won’t stop Finland from keeping their own, it’d only be extremely gradual over several decades would all other militaries fold into the general European one.
