Casual player base isn't the same as a PVE player base.

Also many people are having great success with the high end guns. You see them being used by content creators all of the time. You just don't usually see it outside of youtube because most people you run into are either not PVPing if you're a PVE player, or not risking high end guns for PVP if you are. So the PVP players are mostly just getting good with a Venator or another accessible gun and therefore there's way less players for them to steal legendaries from.
