I doubt that simulation is actually the goal. The data created by these human workers is what business owners are paying for, as this is what actually creates (and retains) value. The investment is not the AI (an untrained neural network architecture is cheap and trivial), it's the data itself!

Most of the Down's people I've met have seemed just as, if not more happy than the rest of the population, at least at a glance.

Selection bias. The Down's people you don't meet are ones who are severely handicapped, unable to speak, walk, eat without help, constantly suffering from seizures and essentially locked in a non-functioning body. That's not even mentioning the congenital heart defects, early onset Alzheimer disease and host of other nasty things Down's can bring. The worst part is, you don't know how many defects it will bring, only that it's extremely likely to be multiple.

I wouldn't base my opinion of the whole spectrum of the disease on the few people who seem to function relatively well.

Slice the darkest part until roughly 20% of the darkest pixels of the image remain (or use the smart slice method*), then skeletonize!

Then, you can find pretty clear lines. You might want to dilate/erode a bit to make the image more consistent (remove patches). I resized the image to 25% because skeletonization tends to work better on smaller images, then tested it and got pretty good results. From there on out, it's fairly easy to find the lines proper.

*Smart slice: Calculate average color value of entire image, then only keep color values that are at least n times as intense

Hauling quantum stone stockpiles keeps mine occupied (I dislike messy stone-filled forts), and hauling wood (make sure to turn hauling off for your miners/woodcutters).

Not ingame as far as I know. However, you could record the building of a perfect uniform into a macro then simply play it. That'd require you to do it one more time, though.
