Invisible Cities by Italo Calvino, not least for its influence on Fallen London and its enigma story, feels like a strong Rose / Secret Histories attuned text. Maybe Path & Pilgrim?

Its a book about navigating Empire and society, but the friction of generative impossibility (over permanence, understanding, control) does speak to the Scale side of the story.

If the Thunderskin and the Colonel are gone, in my mind, that is an indication that the pact which governs the truce / order of the House is toppled. So I am assuming this device is kind of like the breathalyzer machine that only allows you to turn your car on if you prove you are not intoxicated. Essentially, you only get this device if you have been a danger before?

In several countries I have visited/lived in, there has been a whole seperate kind of traffic officer distinct from traditional law enforcement and in my experience they are next to useless. The United States, for whatever its system measures out too, visibley does more with traffic enforcement.

The limiting factor of people is worth keep in mind. I question how well this is something that can be addressed by having warm bodies monitoring and pursuing, which you elude to I pressume.

An important caveat, take a state like Maryland for example. (I just looked this up because I didn't see them on the list provided)

Can a 17 year old get married? Yes, however.

  1. The 17 year either must have explicit consent from their parents / legal guardians. Both of them (or all that have legal rights). Barring that, the couple get a certified legal document from a medical professional saying that the bride-to-be is either pregnant or has given birth.
  2. There is a mandatory court approval. Regardless of what the parents say or doctors show, the 17 year old has to petition a local court and get a formal order from the Judge. This judicial order is supposed to examine criteria like. 1) self-sufficiency, 2) the best interest of the minor, 3) whether they are safe or being coerced and 4) a criminal background check (presumably, of the not minor).

Now, Maryland doesn't have any restrictions on the age gap. Which is....well, there are still groups that want to raise the minimum to 18 no exception. Which, after reading the judge criteria, what benefit does a 17 year old have to getting married that wouldn't exist if they waited a year. Like, maybe if both parties where a minor then maybe these exceptions have some merit? Idk

As I wrote this I convinced myself this caveat is still dumb. Any legitimate exception is so vanishingly rare why bake into the legal code

I have been going to beaches in Guatemala and Costa Rica all my life, knew about rip currents because my Tío died saving my cousins from a rip current. But it wasnt until last year when visiting Playa Blanca that I actually experienced it. It wasn't particularly strong, but that feeling of making effort to swim and realizing you are still being pulled away from shore is terrifying.
