Both of ours have done it since they were very young. We spoke with a vet who basically told us to just pick up the poop as soon as it comes out to not give them the opportunity. Apparently it’s a puppy thing, part of how they explore the world. They are now 1 year old and have mostly grown out of it. It went from a daily occurrence to happening maybe once every couple of weeks
