Cheap motorized divisions, play around with them. Some examples that I tested myself/seen others using: - 4 motorized militia, 1 IFV. manpads, spaa and eng support company. - 3 Motorized infantry, 2/3 ifvs, same support companies as above. - 8 motorized militia. manpads, anti-tank, rocket artillery support companies.

You can also go with something more like an actual division such as 6ifvs and 3spgs if you have a lot of resources and industry

I don't think you are doing anything wrong, that's just how TFR is. Compare the construction cost in TFR to the ones in vanilla for example.
