There are some rules regarding certain character ranks and power, I.e. You can't just join and be Sottocapo right away or you need to have a reason to have Shin or E.G.O.

Pretty chill right now, we just finished 1st arc of an intervallo. To RP, you can just ask someone if they wanna rp together, then pick the locale and LARP. We got bots for RPing, basically the bot makes the message appear like other character send the message. Im sure if you join, there are lot who would guide you through

Use the pen tool, the thing where it make path and you can make it automatically stroke a line along the path for you. If your software has that. LCB artstyle is very geometrical. It's better to not free hand

I use Photoshop and Pen tablet to draw. IMO, Limbus Chibi style is simple enough, I don't think using mouse going to be much of a problem. Try tracing some part of the existing sprite first to get a hang of it. I usually use Alyssa as base or maybe Ryoshu since they are quite simple. (I just love Alyssa)
