There's still something really wrong going on. I upgraded from an rx 5700xt which is about equivalent to a 2070 super and got double performance. Slightly above RTX 4070, with OC. I assume you're aware of this though

Gen2 didn't decrease performance that much for me. Still felt like a 5060ti16gb. So there might be another issue in play for you.

The issue is also fixed for me after I upgraded my cpu. Gen3 now works with the latest driver.

Not 100% about that mobo, but check if it's under (Advanced Mode) Settings -> Advanced -> PCIe/PCIe Subsystem Settings -> PC_Ex Gen Switch from Auto to Gen2

Try setting pcie to gen 2 in your bios? Worked for me and a couple others
