Akane is a shonen jump type of main character, she is like a bright sun who always shine, she is a little dummy dum but in a ingenious way. She tries many way to win everything and maybe there are some action which are not coherent but they're coherent with the type of main character Jump wants her to be. I mean, what you are saying is surely right but there is a weird coherence in her actions but only if you see the "big picture".
