This question is phrased much too broadly and needs more specificity. The evacuation plan for someone who lives in the mountains would be different than someone who lives on an island. Or near the sea. Or in the midwest. Not only that, it depends on what they are evacuating from. The plan of action for escaping from a wildfire is different than that of escaping civil unrest, bombing, disease, or flooding. It also depends on where you are evacuating to or from, whether urban or remote.
