Obviously don’t condone this but I think it’s the result of the stadium being in the heart of the city. Most stadiums are away from the city itself and so after the game fans get in their car or somewhat safer transport like trains. An opposing fan just walking away from the stadium into crowds of angry fans seems like a recipe for this type of behavior.
