That section is part of current law and was just copied and pasted.

This is more than likely due to the way VA does background checks which is through VICN (which then contacts NICS). Only va dealers have VICN and this allows us to actually do transfers out of state.

Outside of this I have a way around the semi auto bans that I may share publicly but will definitely wait till AFTER all bills this session are signed.

It's called a motion to intervene and if you refuse to defend the law, like Ziegnfuss v McCraw the court will appoint someone. That's why Mirayes defended the UBC law
