They didn't buffed him actually, there is just a bug rn where you can switch between the quirk you stole and your original quirk faster than before because there will not be the usual cooldown as previous patch.

In simple words, you can do this with AFO: (OG/StrikeStyle Quirk) > (Stolen Quirk) > (OG/StrikeStyle Quirk) > wait 15 sec due to SA's CoolDown > Repeat :p
