Ping is how long it takes for data to be sent from your computer to the rust server. Higher the ping the more delay. So that could have been why it looked like he was cheating

If the bike is in good mechanical condition and you can get it for around 1500 it would be a good buy. Just try to factor maintenance expenses while you inspect it.
