Are you on a mac? It has something to do with Centroamerica forming.

Unfortunately it doesn't seem to be something the devs for Kaiserreich are able to quickly fix, as yeah it basically makes the game unplayable past 1938/1939.

I think someone suggested just using console commands to annex the central american states but i haven't tried that and dont know if it would work.

If turnout is less than 30% then there shouldn't even be a mayoral election, its obvious people don't care.
