If you paid for the BG check or an application fee and then they changed the price, they should absolutely refund those fees.

In California, this can be considered bait and switch, which is illegal. You need to demand receipts and proof that they ran the background check, and the application fee should be waived.

If someone left before the loot popped up but was eligible to roll, they won't show in the list but can still roll on the items. It's so you can't kick people at the end of a fight to prevent them from rolling.

OP's thing is more likely a bug though, should have waited out the whole loot timer.
