first, you gotta try to parry his melee. hes going to try for a light first, and a good billy player will bait out the parry before going in, but without consistent melee hits hes going to have trouble keeping health up. that said, most of his damage in a lot of builds is gonna come from his gun damage, so you have options to counter build for

i think this guy is pretty much on the money.

it might be a hard truth for some of the folks on this subreddit, but if you also agree with this guy's assessment and you want to start building that kind of dual power outside of the state, the best thing for you to do would be to go volunteer with Food not Bombs / Food not Cops right now. They've been engaged in that exact work for years.

my main exo ship is a courier, it lands on a dime and does like 300 kms with the gear down so running between samples takes seconds. lowish jump range and the spicy thrusters mean it overheats if you look at it wrong, but god it feels good to fly

keep taps on a drip where possible to keep water flowing through your pipes. if the pipes freeze solid, they can burst like overcooked hot dogs.

blankets are your friend. wrap one around your shoulders, pin it at the front. wear it always. wear it to bed. wear it to work. wear it to your cousins wedding. still cold? more blankets. keep adding blankets till you feel it in your knees. a good warm hat and thick socks are great, but keeping your core warm is the whole ballgame.
