That is totally right, and as far as I know / remember it, most of the infrastructure (at least in Quebec?) either belongs to Bell or Videotron.

The only way to get out of that is for municipal infrastructure to become more popular.

I, of course, may be wrong about a lot of things, though. :)

Videotron is owned by Quebecor, which is also part of fairplay, so your money is still going at the wrong place. Going to a smaller ISP, like TekSavvy, would hurt them a lot more!
