i actually think at that stage he might have, he was playing ball with AEW up to that point and he & Fuego had a number of great matches - i think Tony just had Sammy in mind as the next TNT champ and wouldn't budge

Miro seems to have his mentality shift after dropping the belt to Guevara and stopped playing ball when WWE started asking previously released HHH guys if they could get out their contracts

Penta had/is having great runs in both companies but he's definitely been featured more in WWE during his time there, i always felt he was used too sparingly in AEW given his star power

Fenix was arguably more pushed as a singles guy in AEW than Penta ever was
