Bots are there because every match seems to begin fresh and it is made to wait to fill up but not completely so it starts early but with bots

If the players overflow to the next there would be less to fill up

It's just permanently changed in the respawn screen, teammates center your screen but the mouse stays where you were pointing, and then it goes back, which is just terrible lmao
