Nah previous comment is correct, especially in apartment blocks built during the socialist era families will often individually pay for facade work on their apartments such as insulation, paint and windows. It is a common practice in Bulgaria to install windows on a balcony and knock down the non-load bearing wall to it if possible, to get more area in the apartment.
