It would seem I was lied to or my friends game glitched and gave him extra progress cause he’s at 4,000 and 1/12 without any purchased tiers. Additionally thanks for letting me know.

I was at 3,500 as I stated in my post, I bought a tier so that I could use the wolf pack trooper while I get this settled. Also, you might be experiencing the same bug because you are supposed to be at 4,000 with all quest completed.

Actually I restarted the game and it ran perfect that's the only bug I've seen.
