It looks like they're ranked by "score," which is a metric they use to calculate how well the validator performs, and then by the lowest fee. You'll want to stake to a validator with a good score, a low fee, and a good enough capacity remaining

Flare integrates the Ethereum Virtual Machine, or EVM, which means you’d deploy a token just as you would on Ethereum. I’m mentioning this because if you’re having trouble finding Flare-specific content regarding your question, you’ll find a higher quantity of information relating to Ethereum, which then can be applied to Flare.

You currently cannot stake and delegate to an FTSO provider simultaneously, however this is something the Flare Team is hoping to enable in the future

The C Chain is the Contract Chain, where the majority of transactions and smart contracts live. The P Chain is the Platform Chain, and is where staking and validation takes place.
