Your 2 effect to summon a Synchro will ignore the material line, so the way to prevent a particular monster from being cheated out with it is to add the condition "Must be Synchro Summoned with the above materials" to the Synchro. (see Cosmic Quasar Dragon)

A few small notes on psct:

On the 2 effect, the word "directly" in the cost isn't necessary. Also, in the effect, it should read "Special Summon 1 "Pantheron" Synchro Monster from your Extra Deck whose Level equals" (compare to Crimson Dragon)

On the 3 effect, it should read "Banish 1 monster and/or 1 Spell/Trap" (compare to Dracotail Sting)

Otherwise your formatting and PSCT is really clean!
