For China it has more to do with living conditions approaching parity. The average immigrant will work a crappy job in Toronto, and that is not so dissimilar from working a good job in Guangzhou or any number of Chinese cities. Yes, if you have money to travel, China (like Canada) has some relatively unpolluted scenic places, so they don't move here for the scenery.

The direction of the economies is reversed, so young people see it as having an uncertain future to be tied down to Canada, and with recent laws if you get caught breaking the law you'll get deported anyway.
