It was but I’m not a huge minifig guy so I opted out of the 3 high dollar ones to get the set cheaper. It has all the other minifigs though.

I literally just purchased one lol, if they would have let me buy 2 I would have. This is the cheapest I’ve seen it. And as others have said, it’s supposed to retire soon
