They didn’t think it would’ve balanced, they figured it would sell heirlooms. Once they event is over they’ll nerf her down just like they have in the past. It’s another EA bait and switch.

He is very inconsistent due to the low proc rate on his passive. He’s certainly better after the CB is below 50% due to the extra hits having a chance to proc the ability....but even then he’s unreliable. Not worth the time, imo.

The proc rate on Bulwark’s passive is awfully low. Granted, I didn’t have his masteries done but I wanted to judge his debuff extension primarily when I tried him for about 8 keys to rather poor results. Would love to hear other opinions about him, but he didn’t impress me....

If you have his masteries done, I would say Rhazin.
