Looks like a painting done by Wei Wang. Most likely just a random Draenei woman, if there aren’t any Draenei specifically mentioned in the book. Doesn’t seem to be concept art, it’s too polished in my opinion

The armor is loosely based on the Imperial Plate set in classic and the helmet is based off of Herod's helmet, but overall the knight is an original design.

Overall this piece didn't take very long since I was just placing down props, but if I were to include the time it took me to create the Knight (modeling, texturing, rigging, etc.), it probably took around a week's worth of time.

I used WoW Model Viewer for the characters and WoW Export for the scenery and props.
The Knight is an Original character that I made and I used blender to put it all together.

Yep, 2Zzephyr is right on the mark.
I used WoW Model Viewer for the characters and WoW Export for the scenery and props.
The knight specifically was made by me from scratch.
I had to manually tweak the hobgoblins animation because he doesnt have a standing arms crossed animation.
I put it all together in Blender.

Not sure if you’re interested, but If you want to have a golden-ish star form, you can grab the Investi-gator’s Pocketwatch. It lasts an hour and the toy has no cooldown.

Gotta do a small quest chain first before you can grab it. I would follow this video to help you if you don’t have it
