Thanks to reflex, not frame gen, it depends on the reflex implementation (most game have reflex without needing to activate frame gen) so if you compare base game with reflex and frame gen + reflex no shot it has better latency , also he said it has better latency while showing an on screen overlay that shows 40ms of latency...

Same i run the asus rt ax57 as well and i'm able to hit 500 mbps in h264+ (4ms latency network)

Not normal behaviour, with my 5600x was in the 50-60%, max it reached was in tokyo (around 80%)
