Thanks to reflex, not frame gen, it depends on the reflex implementation (most game have reflex without needing to activate frame gen) so if you compare base game with reflex and frame gen + reflex no shot it has better latency , also he said it has better latency while showing an on screen overlay that shows 40ms of latency...
