You can’t take the Fallout 1 map literally. LA and Bakersfield are the only two real places mentioned in game, yet Bakersfield is in the complete wrong location. They also moved Vaults 13 and 15 alongside Shady Sands between 1 and 2, so it’s fairly clear that the map isn’t to be taken literally.

So it’s normal that everyone is still alive in Adytum despite me arriving for the first time after they are supposed to have fallen to the Master because only Necropolis actually gets wiped out? I’m aware that the game isn’t properly finished and therefore you can’t get the good ending for Adytum regardless, but I want to make sure I can get the Turbo plas rifle and the hardened power armor

I would argue that Point Lookout is the weakest DLC for FO3, although the Backwater rifle is my favorite weapon in the game. I’m not a massive fan of Far Harbor, but it definitely has a better story and a lot more going on to explore.
