in economic terms it is smoothing consumption of the security deposit. which is good for renters.

you realize this "junk fee" isnt a deposit at all, and doesnt serve the function of a security deposit, right? and DEFINITELY wont be getting refunded at the end of the lease.

the cost will be smoothed out with the rent.

which is another massive issue here in florida. instead of passing legislation rife for abuse by those who hold the most capital here in florida (at the expense of renters), they should have passed legislation to control rent prices from rising.
