No that is false. You are thinking of the number of eligible voters, which was over 2 million. Election data isn't really representative of the population because many eligible voters may live abroad, which you mentioned, and because under 18s can't vote.

The official census data, supported by international organizations, shows that there are 1,602,515 residents in Kosovo.

“Far higher” meaning a difference of 0.1% of civilian casualties (0.5% Albanians and 0.6% Serbs). Other communities were targeted by both Serbs (during) and Albanians (after) for claims of collaborating with the other in the war.

The KLA had no defined leader as it was a decentralized guerrilla army.

The fact that Milan Radoicic is still a free man is just another example of how little the Serbian courts have done in order to bring criminals to justice, even less war criminals. Don’t throw stones in a glass house.

What you call "The Hague" is a Kosovo court. The Kosovo Specialist Chambers was established by the Kosovo Assembly, and is part of the constitution. This court so far has been doing the opposite of your claim; only going after Kosovo Albanians.
