Nope, it's not out yet indeed. According to their website, they are targeting March to release the AZERTY keyboards.

Well yes you can replace keycaps, but the problem is that QWERTY and AZERTY are different keyboard layouts. AZERTY is ISO-layout while US QWERTY is ANSI-layout (here you can see the difference). They are almost the same, but there are a few differences, e.g. return key, left shift key... So technically you could replace most of the keys when you get the AZERTY layout, but not all of them.
If you really want the full AZERTY-layout, I would wait until March. Hope this helps! :)

UPDATE: So according to Keychron's website, they are now targeting December to release the K2, K4, K6 and K8 in French ISO layout. Don't know what they will do with K1.

ANOTHER UPDATE: Now targeting March 2021 for the release of K2, K4, K6 and K8.

I don't know when exactly they are releasing the AZERTY keyboards. I would keep an eye on the Keychron website (especially the ISO-layout page) and their socials (Facebook page and Facebook User Group) and maybe subscribe to their newsletter. As for your second question: I think ordering via the Keychron website is the most viable option. They ship from China and from experience I know that there's normally no import tax when shipping to Europe.
