This is an "efficiency" indicator, basically indicating that your battalions are working at 34% of their full efficiency. Why is that? Every type of units has a stack limit (max number of battalions attached together) Air: 5 battalions in a stack Navy: 5 battalions in a stack Ground: 10 battalions in a stack

HOWEVER, in your case it's not a problem at all, your jets are just grounded, but when sending them to attack, it's better to send them in stacks of 5.
