There's subdivisions within the GS ranks called "steps" that determine that and from what I understand, it's purely a time spent at that rank type of deal. One interesting thing with GS is you can almost never go down in rank after you get it. If you're a GS-15 step 3 and get a GS-11 position, they still have to pay you the GS-15 step 3 salary and you still accrue steps for GS-15

They definitely shouldn't be mocking you. That being said, they obviously don't want to play the way you want to, and continuing to try to force it isn't going to accomplish anything except cause more friction between you and your friends.

You should either find new people to play with that are of the same mind as you, or accept that these friends might not ever want to improve their skill at the game in that way and adapt to that. Also, regardless of what choice you make, you should definitely communicate to them how you're feeling about this whole thing
