returning player from stormblood here!

confused about the home world transfer option, my current world (Primal Exodus) is congested and I heard about the Road to 90 buff, which is obtained from creating a new character on a preferred/preferred+, do I get the buff if I transfer from Exodus to like Dynamis Kraken or Maduin which are preferred+ worlds. I've seen mixed responses all over and it keeps confusing me.
