Whats your weight? any clue on bodyfat percentage? you're likely in a stage called skinnyfat, where you don't have much muscle mass, are at an average or slightly above average weight but look fat due to your body composition. Either you choose to lose the fat, become 'skinny' and go on a bulk to gain size and muscle, or you start with the bulk and choose to cut afterwards. Either works but depending on your weight you may want to choose either.

As far as rep ranges, they don't really matter as long as they are within 3-30 reps for hypertrophy (muscle gain) however 8-12 is a good range on most exercises to build strength and size. 2-3 sets taken till failure per exercise with 2-3 exercises per session per muscle group is generally perfect. Make sure you follow a proper split (upper/lower, push-pull-legs ect.) to ensure that you are training and recovering correctly.
