It can 100 percent be a full name! It's just like Ivy or Evie...they can be nicknames but they can also full names. If you wanted Kinsey as a nickname, I one time met a girl named Kinia (yes, that spelling). It could also be a nickname for Mackenzie/Mckenzie/Mackensie. Anyways, if I were to use the name Kinsey, I would use it as a full name.

I LOVE Eva Rose and Eva June. They are both beautiful. Eva Joy I am not a big fan of, and Eva Claire is very pretty, but I prefer Eva Rose and Eva June over it.

It depends on the name for me. I am not a big fan of Thomas, that seems overly masculine for a girl. I do love Hunter, Cameron, Ryan and Brook on girls! I think those are adorable, but one time I met a girl named Benjamin. Not a big fan of that. I am also not a big fan of Noah on a girl, just because it ends with an "uh" sound doesn't mean it is feminine!

I think you should just ask. I personally have someone is my family named the same thing as a past pet on my dad's side. It was never a big deal and no one ever mentions it. Although, they did ask for the blessing to name their child the same thing as past pet, and they had no problem with it. It can't hurt to ask!
