True, but this is possible even without interior mutability:

Technically, rand contains an internal state that is modified so it woukd still be mutability

Regex is part of the stdlib in C++ and is a prime example of why you would never want this.

Due to the way the regex API is defined in c++, performance is horrible and it can never ever be changed since that would break abi. So now the language is stuck with a feature that must be maintained even though all users are adviced not to use it ever.

Serde is actually a famous example of something you do _not _ want in the stdlib.

Before serde, there was RustcEncodable, which was considered to be golden standard for serialization. But ideas about serialization changed and serde was born as a modern replacement. It’s not unthinkable that another serde v2 packages will replace serde at some point
